The Action Plan puts forward 14 specific tasks in four aspects: pioneer access, pioneer computing power, pioneer perception and pioneer application. In the area of pioneer access, it is proposed to accelerate the upgrade of gigabit optical network, promote the construction and governance of broadband for families in "urban villages", and accelerate the transformation of "copper to optical" for radio and television networks. The company will deepen the coverage of gigabit optical networks in urban households, key regions and key industries, promote the extension of optical transport network (OTN) nodes to the edge of the network, add more than 1,600 OTN nodes throughout the year, expand the scale of gigabit broadband users, and reach 40% of the number of gigabit fiber optic broadband household users. The city will improve the energy efficiency of its 5G network, support basic telecommunication enterprises to increase the optimization of 5G networks in key areas and places, add 10,000 new 5G base stations throughout the year, and reach an average download rate of 500Mbps and an uplink rate of 100Mbps in the city.

In addition, Shenzhen will also study and develop service specifications for wireless local area networks (WLAN) in public places in Shenzhen and standards for 5G network quality of service specifications, carry out 5G network testing and evaluation, and improve the quality of 5G network services. Shenzhen will support basic telecommunications enterprises to increase their efforts to optimise 5G networks in key areas and places, and add 10,000 new 5G base stations throughout the year.

Shenzhen hopes to increase the proportion of 10G PON ports to 100% by the end of 2023, with the number of all-optical industrial parks (industrial zones) exceeding 100. by the end of 2023, the total number of upgraded access APs will be no less than 20,000.
