On November 17, the Shanghai Municipal Communications Administration recently issued the "5G Network Capability Enhancement "Full Grid Shanghai" Action Plan" (hereinafter referred to as the "Full Grid Shanghai Plan").

The Plan proposes that by the end of 2023, the scale of 5G base stations will exceed 77,000, more than 4,000 business buildings and key public buildings will have 5G indoor coverage, and the city's 5G network coverage rate will exceed 90%. The average download rate in key areas will reach 1,000Mbps and the uplink will reach 200Mbps, and the penetration rate of 5G users will reach 70%. By the end of the 14th Five-Year Plan, Shanghai will become a global benchmark city for 5G network deployment and convergence applications.

The Shanghai Full Grid Plan will focus on optimising the layout of 5G networks to serve the spatial development of the city, increasing the deployment of 5G networks in the central city, key functional areas in the east and west and the five new cities, strengthening the deployment of 5G networks in the new Lingang area, the Hongqiao Business District, the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone and the five new cities; supporting the construction of "three beauties" in the city's finely managed full grid neighbourhoods, full grid homes and full grid villages; and supporting the construction of We will also support the construction of the "three beautiful" areas; assist in the digital transformation of the "six important scenarios" of the city, namely, full-gear organs, full-gear hospitals, full-gear campuses, full-gear cultural tourism, full-gear transportation and full-gear parks; and accelerate the deployment of 5G networks to empower thousands of industries.
