According to Reuters on September 12, the U.S. Department of Commerce has issued notices to Applied Materials, KLA Corp, and Lam Research Corp three U.S. companies, prohibiting them from operating without the Commerce Department’s permission. Export advanced wafer process equipment below 14nm to China. Next, the US government intends to translate these restrictions into new regulations.

The new rules will also include a ban on high-end GPUs, the sources said. Not long ago, the U.S. Department of Commerce informed U.S. companies such as Nvidia and Supermicro that they are prohibited from exporting several high-end GPUs to China without permission. The new rules are likely to have broader additional restrictions beyond semiconductor equipment and GPUs, which are widely used in AI, the people said.

According to the report, so far, the U.S. Department of Commerce has been able to effectively and quickly implement restrictions by sending letters and notifications to individual companies, omitting the lengthy regulation-making process. However, this approach can only limit those companies that are notified, and now the US Department of Commerce intends to convert the relevant restrictions into regulations, which will expand the scope of influence to other companies. For example, in the field of GPU, the old company Intel and the start-up Cerebras Systems all produce related products.

The new rules could also impose restrictions on the export of products containing related chips to China, the sources said. Currently, NVIDIA A100 chips are used in data center servers produced by companies such as Hewlett-Packard, Dell, and Supermicro.

The report said that the Biden administration continued to restrict China's technological upgrades to ensure the US's technological leadership, and quoted experts from the Center for Strategic and International Studies: "The United States has found that chips are the best means to stifle Chinese technology. There's no way to produce equipment to make these things."

According to industry insiders, members of the chamber of commerce believe that the government will issue a series of new rules for areas such as chip equipment and GPUs before the mid-term elections in November, and it is expected that more Chinese companies or units involved in the field of supercomputers will be included in the entity list. . In addition, the United States will actively coordinate with overseas allies within the year, and allow foreign governments to introduce similar policies to restrict the export of high-tech semiconductor products to China by the companies of this country.
