On August 12 Beijing time, according to a report by Bloomberg, U.S. President Donald Trump stated on Monday that he would be willing to consider allowing NVIDIA to sell a downgraded version of its most advanced AI chips to China.


Trump said that if NVIDIA could design its Blackwell chip to be less advanced, he would consider reaching an agreement allowing the company to export Blackwell chips to China.


“I might reach such an agreement, which would involve making certain negative modifications to the Blackwell processor. In other words, reducing its performance by 30% to 50%,” he said at a press conference.


Trump made the remarks regarding Blackwell chip exports while confirming another unusual agreement reached between the U.S. government and NVIDIA. Under the agreement, if NVIDIA sells H20 AI chips to China, the company must remit 15% of the revenue from those chips to the U.S. government. According to a source familiar with the matter, AMD will also remit 15% of the revenue from its MI308 chips sold in China to the U.S. government.


Trump did not specify when he would negotiate with NVIDIA CEO Jensen Huang regarding the Blackwell chip, but he hinted that a meeting on the matter could take place soon.


“I think he'll come back to talk to me about it, but that will be the unenhanced version of that large chip,” Trump said.


NVIDIA's Blackwell architecture chips are currently the most powerful computers used to create and run AI software. Under U.S. export restrictions, these chips are currently too powerful to be exported to China.


As of the time of publication, NVIDIA declined to comment on Trump's remarks.
